Proposal for a 10-15 Turbine Wind Farm
I, John
Rancich, as the owner and principle of Enfield Energy, LLC, propose to build a
10-15 turbine wind farm in the SW corner of the Town of Enfield and have it operational in mid-2009.
The turbines will most likely be approximately 2.5 to 3 megawatts each which,
in their entirety, would be capable of generating 35 to 45 megawatts of
power. This would be enough energy to power all the residences currently
in Tompkins County.
The proposed site is on the east and west sides of the very southern end
of Black Oak Road
on land that would be leased to Enfield Energy by the local landowners.
Some owners have already signed leases or have indicated that they will
sign. Other owners have not made commitments. Each owner would be
compensated if his/her/their land was within the wind farm footprint (the
footprint presently comprises about 500-600 acres in Enfield) regardless of whether a wind tower
was on his land. Those that are fortunate enough to have a tower placed
on their land would receive additional compensation.
I would like the town to participate in this venture on a "partnership"
basis. (I do not yet know what the proper and optimum mechanism will be to
accomplish this goal. I need to do more research and consultation with
other, similar entities for that).
I am proposing
(initially) that Enfield Enfield Energy, LLC will pay the town of Enfield $3,500.00 dollars
per year per wind tower or ten percent of the net profits, whichever is
greater. (i.e. 10 towers in Enfield X $3,500.00/tower =
35,000.00/yr) I believe the profits for the first year will net the town
more than fifty thousand dollars and will steadily increase as the years pass
by. I am willing to re-negotiate with the town regarding this payment
agreement after 5 years and make mutually agreeable adjustments. After
the tenth year of operation, I will give the Town the option to own the wind
farm itself.
In addition to
the benefits described above, I plan the construction of an educational
visitor’s center for colleges, local schools and the community to increase
peoples’ awareness of wind power and its benefits. I will encourage the use of this center as a
place for the community to host its functions, both official and social.
Please be aware
that this is simply a proposal but is one that I am committed to, have invested
huge amounts of time and money, and with the town and county's help I believe
we can make this a reality. I would hope that the Town of Enfield Planning Board
would be the lead agency and assist me in getting started with the SEQR
process.
